

MSC—Meeting the technical and scientific needs of the Federal government through an experienced and customer-focused team.
MSC was founded by Joseph L. Tasto, MD, in response to the NIH’s ongoing need for small, agile vendors who can provide high-quality scientific and technical services. Dr. Tasto’s background in medicine, biomedical research, program management, and electrical and computer engineering provides the basis for understanding the scientific and technical requirements of our customers. Dr. Tasto has been managing contracts with the NIH for the past seven years. Prior to that, he was Medical Director at Immersion Medical and was the Principal Investigator (PI) on several grants from the NIH and the DoD. In addition to his MD degree from the University of Colorado, Dr. Tasto has a BS in Electrical Engineering from the University of Dayton and an MS in Electrical and Computer Engineering from the University of Colorado.
Haley E. Esser joined MSC as President and CEO with the goal of growing business at the NIH and other Federal agencies. Ms. Esser has over 20 years experience in the Federal contracting sector. Prior to joining MSC, she was Director of the Health Services and Solutions group at Lockheed Martin (LM). In this role she was responsible for over $100 million in annual revenue and for 1,000 professionals providing clinical, scientific, and health information technology solutions to the Federal government. Ms. Esser joined LM via its acquisition of Management Systems Designers (MSD), where she was Senior Vice President. At MSD she grew their Health Information Group from $3 million in annual revenue to greater than $75 million. Before joining the private sector in 1997, Ms. Esser was an Internal Revenue Service (IRS) Program Officer overseeing an estimated $950 million in contracts.
